PHMSA Issues NPRM Prohibiting HazMat Activities for Those With Outstanding Civil Penalties

PHMSA issued a Notice of Proposed Rulemaking on September 24, 2013, that will prohibit a person who fails to pay a civil penalty as ordered, or fails to abide by a payment agreement, from performing activities regulated by the Hazardous Materials Regulations until payment is made. The rulemaking is open for public comment until November 25, 2013. For a copy of the notice, click here.
